note about logical quotation

Hi IP editor. I saw your edit to the Ida B. Wells page. I undid it because Wikipedia articles are written with what's called logical quotation style. Punctuation is only enclosed within the final quotation mark if the quoted material is a full sentence, for example. You can click the link to learn more about this style.
